Tower Hamlets Council has extended its contract for public health nursing services for six months, ensuring continued support for families in the borough. The £4.1 million extension, approved by the Cabinet on Wednesday 18 June 2025, will allow for further oversight of the procurement process for a new service, including a review of tender documents by senior leaders. The extension will be funded from the 2026/27 Public Health Grant allocation and additional grants.
The current 0-5 Public Health Nursing Services contract, which are mandated under the Health and Social Care Act 2012, was set to expire on 31 March 2026. The Commissioning and Procurement Board advised that the extension can be directly awarded to the existing provider under the new Provider Selection Regime (PSR) 2023, Process C, without a formal waiver or competitive process.
According to council documents, the Cabinet also agreed to amend the contract length for the new service to 3+1+ 6m +6m +6m +6m to align the end of contracting periods for the new 0-5 (Health Visiting) Public Health Nursing services and existing 5-19 (School Nursing).
The decision was made at a Cabinet meeting of the Tower Hamlets Council, where other key decisions were also made, including competitive procurement of core rough sleeping services and a review of the contracts forward plan for quarter four of the 2024-2025 financial year. The Cabinet also discussed domiciliary care service contracts to secure the best interim arrangements.
