Tower Hamlets Council is set to procure new rough sleeping services, aiming to provide specialist support for those living on the streets. The decision was made at a Cabinet meeting on Wednesday, 18 June 2025, where officials also reviewed other key services and contracts.
The Cabinet approved the competitive procurement of a flexible call-off arrangement with two providers. This arrangement will deliver specialist services to support people rough sleeping in the borough. The current contracts are set to expire on 31 March 2026.
During the meeting, the Cabinet also addressed other important issues, including approving updated design guidelines for mansard roof extensions in several conservation areas in Bow. These guidelines aim to balance residents' needs for more living space with the need to protect the historic environment. The new guidelines set out which properties in each conservation area are covered and explain how a mansard roof extension can be designed to be visually appropriate and minimise harm to the conservation area. Furthermore, a six-month contract extension for public health nursing services was approved, valued at £4.1 million. This extension is necessary to allow for sufficient oversight of the procurement process for a new service. The extension will be funded from the 2026/27 Public Health Grant allocation and £2m from additional grants.
The Cabinet also reviewed the contracts forward plan for quarter four of the 2024-2025 financial year and discussed domiciliary care service contracts, aiming to secure the best interim arrangements for these vital services. View the full agenda here.
