Greenwich Council has withdrawn Sustainable Streets consultation proposals for Controlled Parking Zones (CPZ) in Shooters Hill and Vambery Road, following local objections.
The decision was noted during a council meeting on Wednesday 29 October 2025, where responses to petitions presented at recent meetings were discussed. The council confirmed that the Sustainable Streets consultation for the Shooters Hill area, which included Vambery Road, Isla Road, Kirk Road, Vernham Road, and Plum Lane, had been withdrawn on 11 August 2025.
The council is currently reviewing all feedback received to date, including petitions and correspondence, to understand key issues and where the original consultation material and communications fell short.
The petition, submitted by Tim Waters, outlined concerns raised by residents and local businesses regarding the consultation around the Shooters Hill Road shops and surrounding areas. These concerns included the potential impact of a CPZ on parking availability, costs, access for families and people with mobility needs, and the unique geography of Shooters Hill, including its distance from rail stations and steep topography.
The petition, signed by 202 people, requested that the council cancel the proposal to implement a CPZ in the area, stating that the council's policy of forcing a decline in car ownership and usage needs to change.
Similarly, a petition opposing a CPZ in Shooters Hill, organised by Lara Ruffle Coles and signed by 1538 people, urged the council to reconsider their plans for Shooters Hill, arguing that a CPZ was not needed. The petition highlighted the lack of train stations in Shooters Hill and the necessity of cars for many residents due to the area's topography. The council responded that the Sustainable Streets consultation for this area had been withdrawn on 11 August 2025.
The council stated that while the consultations have been withdrawn, the petitions and concerns raised have been logged as part of the evidence base for consideration should any revised proposals be developed in the future. The Sustainable Streets consultation in the remaining areas ended on 30 September, and the council is currently reviewing all feedback received to understand key issues and where the original material and communications fell short. The council has acknowledged the concerns about the unique geography of Shooters Hill and has stated that these concerns will be considered in any future transportation planning for the area.
