Tower Hamlets Council is seeking a permanent Corporate Director of Resources to provide stability, according to documents from the council's Appointments Sub-Committee. The council believes that filling the Corporate Director role on a permanent basis is necessary to create the stability the council requires, and that continuing with interim arrangements would not achieve this, according to the Public Reports Pack.

The council's Appointments Sub-Committee met on Thursday, 6 November 2025, to discuss shortlisting candidates for the Corporate Director Resources position. Recruitment consultants Penna prepared a report with recommendations on candidates to invite for final interviews, and the Sub-Committee was asked to agree on Penna's shortlist for final interviews, according to the Public Reports Pack.

The position was advertised from 4 September 2025 to 5 October 2025 on the council's website, Penna's Exec Search website, the Municipal Journal, PF Jobs, and social media. Penna also undertook a targeted executive search.

An earlier meeting of the Appointments Sub-Committee was held on 21 October 2025, where the sub-committee considered the report of the Chief Executive setting out applications for the post of Corporate Director, Resources. Following discussion, a number of candidates were put forward for technical assessment and shortlisting. The minutes from the 21 October meeting are available to view here.

The Agenda Frontsheet for the 6 November meeting, chaired by Councillor Maium Talukdar, also included declarations of interest and confirmation of the minutes from the previous meeting. Councillors Kabir Ahmed, Saied Ahmed, Marc Francis, Kabir Hussain and Asma Islam were also in attendance.

The press and public were excluded from the majority of the 6 November meeting, as permitted under Section 100A of the Local Government Act 1972, because the remaining agenda items contained information defined as exempt in Part 1 of Schedule 12A of the Local Government Act 1972. This included information relating to the identity of individuals and the financial or business affairs of particular persons.
