Westminster Council's Discretionary Housing Payments Review Advisory Panel convened on Tuesday, 18 November 2025, to review appeals against the refusal to grant discretionary housing payments (DHPs). The Agenda Frontsheet indicates the meeting included an item to consider three appeals against the decision not to award a discretionary housing payment.

Councillor Liza Begum, Cabinet Member for Housing Services, Councillor Lorraine Dean, and Councillor Angela Piddock were present to consider the appeals.

DHPs are payments made by local authorities to residents who need extra financial help with housing costs. These payments can cover rent, deposits, and moving expenses, and are awarded at the council's discretion.

The meeting was held at Westminster City Hall, according to the Agenda Frontsheet.

Prior to the review, the panel considered a recommendation to exclude the public and press from the meeting during the discussion of the appeals. This was due to the discussion involving the disclosure of information relating to individuals, as stated in the Public Reports Pack. The recommendation was made under Section 100 (A) (4) and Part 1 of Schedule 12A to the Local Government Act 1972.
