Bexley Council is trialling the use of QR codes to help residents report fly-tipping and overflowing bins. The initiative was discussed at the Places Overview and Scrutiny Committee meeting on Wednesday, June 25, 2025, as part of a broader effort to improve the borough's cleanliness.
The QR codes will be displayed at selected locations across Bexley, accompanied by improved and clearer signage. Residents can scan the codes with their smartphones, which will direct them to the FixMyStreet app, where they can report instances of illegally disposed rubbish.
The trial is a response to recommendations from the scrutiny project sub-group, 'How clean is our borough?'. The Cabinet Member for Neighbourhoods has approved the trial, and officers are in the process of designing and installing the signage. The aim is to make it easier for residents to report environmental issues and help the council respond more quickly and effectively.
The committee also received an update on the performance of Waste Investigations Support & Enforcement (WISE) Ltd, the contractor appointed to deliver on-the-spot environmental enforcement services across the borough. Since the commencement of its contract with the council on 1 July 2024, WISE Ltd has issued over 2,800 Fixed Penalty Notices (FPNs) for offences including littering, fly-tipping, and dog fouling. Staffing has been a persistent challenge, likely due to the confrontational nature of the role.
In addition to enforcement, WISE Ltd has undertaken several social value projects, including hosting a stall at the Bexley Eco Festival and providing litter picking equipment to local schools. Plans are underway for a borough-wide Litter Action Day, with clean-up projects and community initiatives supported by WISE Ltd staff and equipment.
The Places Overview and Scrutiny Committee also discussed planning reforms and received an Erith placemaking update, highlighting key delivery stages for current and planned projects, including the Riverside Gardens. A formal joint launch event for Riverside Gardens and 68 Pier Road is planned for 30 June.
