Bexley Council's Planning Committee has approved plans to expand Elmwood Lodge, a supported living home in Sidcup, increasing its capacity from 10 to 17 bedrooms.
Elmwood Lodge, situated on Victoria Road, provides supported living accommodation for older persons with mental health issues. The expansion will significantly increase the level of support provided, with the addition of seven bedrooms and a dedicated carer's bedroom. The approved plans include substantial extensions and a roof conversion.
The decision, made on Thursday, September 3, 2026, followed debate over resident concerns regarding parking congestion on Victoria Road, the design's impact on the Christ Church Conservation Area, and potential noise and disturbance.
Regarding parking, the proposal incorporates alterations to the frontage to create three additional parking spaces. Council officers noted that Victoria Road is an existing Controlled Parking Zone (CPZ) with enforcement hours from 1 pm to 3 pm, and that staff and visitors are not eligible for permits within the CPZ. While acknowledging existing parking issues, the assessment concluded that the minor increase in occupancy would not have a major impact on parking on its own.
Concerns about the design's impact on the Christ Church Conservation Area were addressed by council officers, who stated that while the new design is larger than some neighbouring properties, it is considered complementary to the conservation area's character. They also highlighted that the demolition of an existing, unsympathetic extension would be an improvement. This extension was described as a 'single-storey side extension' that 'does not contribute positively to the significance of the Conservation Area. Its excessive width and flat roof design appears disproportionate and out of keeping with the character of the main building and is not considered to contribute successfully to the host building or the immediate street scene.'
The application was approved by a vote of 9-2.
