Ealing Licensing Policy Changes Coming in July

Ealing is set to update its licensing policy in July, with key changes including the redrawing of special policy areas. The Ealing and Hanwell zones will be joined to form a single West Ealing corridor.

The Ealing Council Licensing Committee met on Wednesday, June 25, 2025, to discuss these upcoming changes and review recent licensing activity. According to the Licensing Committee report, the committee reviewed licensing sub-committee decisions made between April and June 2025, and temporary event notices (TENs).

At the previous meeting on April 29, 2025, Joe Blanchard, Head of Environmental Health and Trading Standards, presented a report summarizing licensing activity over the previous financial year. He noted a 20% increase in premises licence applications compared to the previous year, with more variations also received and granted. However, temporary event notices were down by a third.

Blanchard highlighted the importance of the new licensing policy, stating that one of the key changes would be the redrawing of the special policy areas. He also mentioned that the team would be taking a firmer approach to the collection of annual licence fees. Although Ealing Council had historically been less strict than some neighbouring boroughs when it came to suspending licences for non-payment, a clearer stance would now be taken, and licence holders would be expected to pay fees on time to avoid unnecessary costs and enforcement, Blanchard said.

The committee also received an update on temporary event notices (TENs). The report pack stated that TENs are most commonly associated with small-scale events such as community festivals, private parties, and charity fundraisers. A TEN enables licensable activities to be carried out at premises not currently licensed or for activities not covered by an existing licence. The agenda for the meeting included approving the minutes from the April 29th meeting and discussing the licensing hearing update report and temporary event notices. The next meeting is scheduled for October 8, 2025.
