Wallington's Sound Lounge faced a decision by Sutton Council on 3 December 2025, regarding a change of use application for the building. The application, DM2023/01628, sought permission to change the use of 6 Woodcote Road from Sui Generis (drinking establishment) to a flexible Class E use (commercial and business) or retain the Sui Generis use.
The Class E designation would allow for a range of services, including retail, food and drink, financial and professional services, medical/health services, offices, research and development, a gym, creche, and light industrial processes.
The move came after the property, formerly the Wallington Arms pub, has remained vacant since early 2020. The applicant, The Third World Community Trust, aimed to secure a long-term occupier for the ground floor unit, which has been vacant for an extended period. The application also requested the retention of the original Sui Generis use flexibility, meaning that a drinking establishment could still operate if a viable operator were found in the future.
According to the Planning Committee reports pack, a previous application to change the use of the building was refused because the applicant had not demonstrated that the public house was no longer required. The current application sought to address this by providing marketing evidence.
A Marketing Report Review from BNP Paribas Real Estate, included in the reports pack, stated that the applicant had marketed the unit for circa 16 months, but that this marketing campaign was undertaken circa 5 years ago. The review stated that the council should decide whether or not the historic nature of the marketing satisfies Policy 22(b) of the Sutton Local Plan. The review also stated that the rental value of £75,000 per annum was not considered to exceed the marketing rents for comparable units currently on the market.
Policy 22(b) of the Sutton Local Plan outlines specific criteria for assessing marketing evidence, including demonstrating that for a period of 12 months, there has been no interest in the premises for its current or alternative community use at a reasonable charge, and proving that suitable alternative provision is available nearby within easy walking distance.
The marketing report for 6 Woodcote Road included evidence that the property was actively marketed exclusively for its former use (A4/Sui Generis) for 16 continuous months, utilizing specialist agents Jenkins Law/Silvercroft, property platform EACH, and prominent physical signage. The initial advertised rent was £100,000 per annum (pax), which was later reduced to £75,000 pax due to limited interest. During the 16 months, seven viewings with various A4 operators took place, but no offers were made.
The agenda for the meeting indicated that the Planning Committee considered the application, taking into account the marketing evidence and the potential impact on the local community.
Councillor Jayne McCoy, Chair of the Planning Committee, de-delegated the application, raising concerns that the loss of the existing pub has not been justified against policy 22 of the Sutton Local Plan which seeks to prevent the loss of social and community infrastructure.
Councillor Sam Martin, Ward Councillor for Wallington South, also objected to the loss of the pub due to its potential to be a pub again, its prime location and the lack of similar pubs in the surrounding area. The local community is served by multiple alternative drinking establishments, including The Whispering Moon public house (operated by JD Wetherspoon) located immediately opposite the site on Woodcote Road, and The Star, situated approximately 100 to 130 metres to the north on Manor Road.
The Planning Committee needed to weigh the economic benefits of redeveloping the vacant unit against the potential loss of a community asset. The outcome of the meeting determined the future of the Sound Lounge and its role in Wallington's social scene.
