Richmond upon Thames Council's Education and Children's Services Committee has recommended that care-experienced young people be granted priority in the borough's housing allocations scheme.

The proposal was made during a committee meeting on Thursday, January 29, 2026, where the committee reviewed various reports concerning service delivery, including the Revised Education Children Services Qtr3 Monitoring Report.

The referral to the Policy and Performance Review Board to investigate granting priority in the housing allocations scheme to care-experienced young people was made following a discussion on the committee's work programme, detailed in the ECSC Committee Work Programme 29.01.26. While the proposal was agreed upon by a majority of the committee members, it was noted that due to the current work programme for the Policy and Performance Review Board, the referral was unlikely to be considered before summer 2026.
