Hounslow Council's Cabinet has approved the allocation of £3.66 million from the Community Infrastructure Levy (CIL) towards a range of infrastructure projects. An additional £1.01 million has been earmarked for projects to be delivered by external organisations.
The funding will support improvements to leisure facilities, public realm enhancements, transport initiatives, parks and biodiversity projects, and the development of a district heat network. It will also contribute to external projects focused on health facilities, cricket provision, and park enhancements.
These allocations are intended to support the growth and development planned within the Council's Local Plan and are detailed in Appendix 1 of the report. The strategic CIL allocation process involves an Expression of Interest (EoI) stage for external partners, followed by assessment based on project description, strategic benefit, alignment with the Local Plan and Infrastructure Delivery Plan, amount requested, matched funding, climate change considerations, and delivery plan/timescales. The final shortlist is shared with the Portfolio Holder for CIL and S106 for consultation before being taken to Cabinet for approval. The 2024/25 Infrastructure Funding Statement (IFS) details developer contributions collected and spent, and the Council's spending priorities.
Specifically, the approved funds include allocations for projects such as the Brentford Fountain Leisure Centre design. In terms of transport, the funding will support active travel initiatives. For parks and biodiversity, the investment will go towards parks improvements, aiming to enhance these vital green spaces.
The development of a planned district energy network will also receive funding. Furthermore, £1,016,759 has been approved for infrastructure projects to be delivered by external partners, which will encompass improvements to health facilities, cricket provision, and park enhancements.
