Treviso Vinoteca, a new Italian restaurant and bar planned for 92 Kew Road, Richmond, is seeking a premises licence from Richmond upon Thames Council. The application was reviewed by the licensing sub-committee on Tuesday, 1 July 2025. The applicant proposed steps to promote the Licensing Objectives in their application and agreed additional conditions with the Metropolitan Police.
The sub-committee, consisting of Councillor Lesley Pollesche (Chair), Councillor Rob O`Carroll (Vice-Chair) and Councillor Tony Paterson, considered the application for the new licence, which would permit the sale of alcohol and late-night refreshment. The sub-committee is scheduled to consider whether to grant the application with or without conditions, grant the application in part with or without conditions, or refuse the application.
The application seeks permission for:
- Sale of alcohol (on and off the premises)
- Monday to Saturday 11:00 to 00:00
- Sunday 12:00 to 23:30
- Seasonal variations: New Year's Eve - alcohol to be sold from the end of the hours for sale of alcohol on New Year's Eve until the start of the hours for the sale of alcohol on New Year's Day.
- Hours premises are open to the public:
- Monday to Saturday 11:00 to 00:30
- Sunday 12:00 to 00:00
- Seasonal variations: New Year's Eve - premises may stay open from the end of the hours for licensable activities on New Year's Eve until the start of the hours for licensable activities on New Year's Day.
- Late night refreshment:
- Monday to Saturday 23:00 to 00:30
- Sunday 23:00 to 00:00
- Seasonal variations: New Year's Eve - late night refreshment to be sold from the end of the hours for sale of late night refreshment on New Year's Eve to 05.00am on New Year's Day.
The Metropolitan Police initially raised no objections, subject to the applicant agreeing to several conditions. These conditions include maintaining a CCTV system, operating primarily as a restaurant/cafe, selling alcohol for off-premises consumption only in sealed containers, and ensuring staff receive training in accordance with the Licensing Act 2003.
However, the Richmond Society voiced concerns regarding potential public nuisance from the use of outdoor tables late at night. They also sought clarification on the licensing history of both 92 and 94 Kew Road, noting that they could not find a licence registered to either address on the council's list of Licensed Premises. The Public reports pack clarifies that there is a private forecourt outside 92 Kew Road, and no street trading licence is required for that part.
In a supplementary agenda, Ginny Curry from the Richmond Society stated, I am still concerned about the very late hours requested for the New Year opening hours and feel that if these are allowed then there will be a precedent set. Other licence holders may then apply for similar hours. This is a residential area that has a number of closely located licensed premises.
The application states that The applicant is an experienced operator who also operates another licensed premises at 94 Kew Road
and that the premises is primarily a restaurant and has been trading at the location for a number of years
It is unclear whether the latter comment refers to the premises at 94 Kew Road or the new premises at 92 Kew Road.
The sub-committee is to decide whether to grant, partially grant, or refuse the application, with or without conditions. The Procedure for the Hearing involves presentations from the Licensing Officer, the applicant, responsible authorities, and other persons, each permitted five minutes to speak. The sub-committee will then deliberate and make a decision by majority vote.
