Haringey Council is set to receive over £1 million in funding to boost the local economy and support residents through the UK Shared Prosperity Fund (UKSPF). The funding, totaling £1,007,516, will be allocated to projects aligning with the council's Shaping Tottenham, Shaping Wood Green, and Opportunity Haringey priorities.

The Cabinet Member Signing of Haringey Council convened on Thursday, 3rd July 2025, to discuss the acceptance of the grant from the Greater London Authority (GLA). The funding is divided into £672,739 for capital projects and £334,777 for revenue funding, covering the period up to March 2026.

The UKSPF aims to support the London Growth Plan priorities, improve pride in place, and increase life chances across the UK. At a Haringey level, it focuses on investing in communities, supporting local businesses, and enhancing people's skills.

The revenue funding will deliver projects aligning with Opportunity Haringey priority actions, supporting entrepreneurship, businesses, and residents seeking employment. The capital funding will support placemaking priorities in Shaping Wood Green and Shaping Tottenham.

The report pack for the meeting stated that the GLA advised boroughs that the focus for UKSPF funding needs to be on government growth missions and the London Growth Plan, aligning with Shaping Tottenham, Shaping Wood Green, and the Opportunity Haringey strategies.

Haringey Works

Haringey continues to experience relatively high levels of unemployment, with around 6% of the population claiming out-of-work benefits as of March 2025, compared to a London average of 5.1%. Additionally, approximately 24% of the population is inactive in the Labour Market, compared to a London average of 20%.

The previous UKSPF allocation supported a programme of engagement and support for residents with challenging employment barriers. The recommendation was for UKSPF funds to continue to fund Haringey Works employment advisors, as well as wrap around support for residents finding employment such as tackling digital exclusion and help fund training and child-care support as required.

Business Support

Haringey is home to more than 12,000 businesses, 92% of which are micro businesses employing fewer than ten people. Residents and businesses have expressed a desire for more support for young people to start their own businesses, more business-to-business networking opportunities, and a more co-ordinated approach to working with the council. The recommendation was to continue to provide targeted business support through UK SPF.

Fuel Poverty

Haringey has 14,983 households (13.3%) living in fuel poverty, the 3rd highest percentage in London. Fuel poverty support was oversubscribed the previous year. With the previous UKSPF allocation, 833 residents were assisted, with 224 having Energy Doctor visits, saving an average of £245 per household per year in their energy bills. The recommendation was to continue to use UKSPF to deliver this much needed support in Haringey.

Shaping Wood Green and Tottenham

Shaping Wood Green and Tottenham are Haringey's placemaking plans for the borough developed through extensive engagement with residents, stakeholders and businesses. The recommendation was to allocate UKSPF Capital funding to support projects in line with these plans.

The Acceptance of UKSPF Grant report detailed the recommendations for the Cabinet Member for Placemaking and Local Economy:

  • Approve acceptance of £1,007,516 UKSPF for 2025/26 from the GLA to deliver projects that align with Shaping Tottenham, Shaping Wood Green and Opportunity Haringey Priorities.
  • Approve use of £672,739 capital UKSPF Funding to support the placemaking priorities set out in Shaping Tottenham and Shaping Wood Green plans.
  • Approve the use of £334,777 UKSPF revenue funding to enable a fairer and stronger and greener economy through supporting Opportunity Haringey priorities.
  • Delegate authority to the Director of Placemaking and Community Development to allocate UKSPF funding accordingly.
