Hillingdon Council's Cabinet has reviewed the authority's performance report for the 2025/26 period, highlighting both areas of success and ongoing challenges within the borough.
The Annual Performance Report for 2025/26 noted significant strengths in key services, including road maintenance, recycling rates, early years education uptake, and adult social care. Hillingdon continues to demonstrate performance exceeding London averages in several of these critical areas. For road maintenance, Hillingdon is one of only two London boroughs rated green by the Department of Transport for road maintenance.
Recycling rates are above the London average,
and early years education uptake is strong.
Furthermore, users of adult social care report an excellent quality of life and independence in the borough that they call home.
However, the report also candidly addressed persistent challenges such as increased pressure on homelessness services. This pressure on homelessness and temporary accommodation continue[s] to affect boroughs across London, reflecting wider housing supply issues.
The report also highlighted rising demand for SEND (Special Educational Needs and Disabilities) services and concerns regarding anti-social behaviour.
Councillor Richard Mills, Deputy Leader of the Council and Cabinet Member for Corporate Services, Digital & Transformation, introduced the report, underscoring its importance in guiding future council priorities and investment decisions. Matthew Wallbridge, Chief Operating Officer, added that performance indicators are subject to regular monitoring through automated data systems, facilitating the timely identification of areas requiring improvement.
The Cabinet accepted the report's recommendations, which included noting its findings and presenting them to the Audit, Finance & Performance Committee for further review. The full report can be found in the Public reports pack.
