Greenwich Council has approved salary ranges exceeding £111,000 for two key chief officer positions: the Director of Digital, Data & Technology and the Assistant Director, Capital Delivery & Investment. Both roles will command a salary between £111,987 and £123,481, placing them at Chief Officer grade C.

The decisions were made during a General Purposes Committee meeting held on Wednesday, 5 August 2026. The committee agreed to these salary ranges in line with the Council's Pay Policy Statement. The Chief Executive has been authorised to establish appointment panels for these roles, following consultation with the Leader and Party Whips.

The Director of Digital, Data & Technology role is considered critical for providing strategic leadership across the Council's digital and technology functions, aiming to enhance service delivery and organisational resilience. This will involve supporting effective service delivery, organisational resilience, and the continued development of accessible, responsive, and customer-focused services. The appointment will help ensure that services are designed and delivered efficiently, make effective use of digital capability, and provide residents, staff, and partners with appropriate and accessible routes to Council services. The role demands a high level of digital expertise and the leadership to drive continuous innovation and deliver improved outcomes across these functions and the services they support, encompassing information governance, cyber security, infrastructure management, contracts management, and the use of technology resources. The cost of this post, with all oncosts, will be within the range of £143,433 – £158,231 and is fully funded as part of the agreed staffing establishment.

Similarly, the Assistant Director, Capital Delivery & Investment position is vital for the management and delivery of corporate, schools, and housing capital projects, as well as property maintenance services. This role requires strategic leadership, management, and delivery of high-quality corporate, schools, and housing (new supply) capital projects and corporate and schools property maintenance services. It also involves the strategic development of corporate, schools, and housing (new supply) capital projects and property maintenance initiatives in the borough. The cost of this post, with all oncosts, will be within the range of £143,444 – £158,231 and is fully funded.

The recruitment processes for these chief officer roles are governed by the Council's Constitution and the Localism Act 2011. The General Purposes Committee holds the authority to agree salary levels for posts with remuneration of £100,000 or over, within bands previously approved by the Full Council. The Council's Pay Policy Statement for 2026/27 was approved on 18 March 2026.

Regarding the timeline for filling these positions, the report for the Assistant Director, Capital Delivery & Investment states that the current postholder has resigned, resulting in this post becoming vacant from September 2026. For the Director of Digital, Data & Technology, this is a newly created post, and approval of the salary is sought to enable recruitment to commence. A decision on the salary range for the Assistant Director, Environment and Leisure, which will become vacant in October following a resignation, was deferred at the meeting.
