Tower Hamlets Council has formally designated a new Chief Compliance Officer role, which will also serve as the statutory Monitoring Officer, as part of a wider restructuring of senior leadership positions aimed at enhancing governance and compliance.
The council's Full Council meeting on Friday, 4 September 2026, confirmed the creation of the Chief Compliance Officer role. This new position will consolidate responsibility for legal services, compliance, audit, and risk management under a single leader. The move is intended to increase leadership capacity, improve cohesion, maintain clear accountability and embed robust governance,
while also ensuring holistic oversight and independence in line with CIPFA best practice.
The permanent recruitment for the Chief Compliance Officer is expected to commence at the earliest opportunity
and be advertised in the next couple of weeks.
The role will officially take effect once a suitably qualified candidate has been recruited and onboarded.
In the interim, Mark Norman, the current Interim Director of Governance, has been appointed as the statutory Monitoring Officer for a period of up to 12 months. This interim appointment is intended to provide continuity and oversight during the recruitment process. Councillor David Edgar had raised concerns about this duration, noting that 12 months which seems really quite a long time given the significance of the role there,
and inquired about the reasons for this extended period compared to a typical six-month timeframe.
Councillor Abu Talha Chowdhury, Cabinet Member for Finance, Assets and Governance, introduced the reports concerning statutory officer appointments, highlighting their importance for the proper administration of the council's governance. Councillor Maium Talukdar, Cabinet Member for Tackling Inequality and the Cost of Living, Improving Customer Services and Voluntary Sector Engagement, seconded the recommendations.
Responding to Councillor Edgar's questions about the council's structure below the Monitoring Officer, Chief Executive Officer Stephen Halsey assured members that the full council structure would be published online. He stated that this publication would provide all of the detail of the post from Chief Executive, Corporate Director, Director and Heads of Service to explain absolutely and give it a little bit more meat on the bones as to the explanation that is in the report, particularly in relation to the designation of the Monitoring Officer and the additional duties that the Chief Compliance Officer will be responsible for.
