Croydon Council's Planning Sub-Committee has approved plans for a detached bungalow at 47 Graham Road, Purley, despite an earlier refusal for a larger, two-storey dwelling on the same site. The decision, made on Thursday, 3 September 2026, followed a revised proposal that significantly reduced the scale and massing of the proposed building. The new two-bedroom bungalow is proposed for private sale.

The committee granted permission for the demolition of an existing garage and the erection of the bungalow, which will include accommodation in the roof space, along with associated parking, cycle, and refuse facilities. Councillors noted that the revised scheme was more subservient to the host property and better integrated into the surrounding area.

Concerns regarding overlooking and privacy were addressed by repositioning the bungalow, reducing its height, and incorporating boundary treatments. The committee also considered the impact on neighbouring amenity, access, parking, and refuse facilities, concluding these aspects were acceptable, subject to conditions.

Councillor Helen Redfern, vice-chair of the committee, expressed satisfaction with the revised plans, stating that every effort has been made to resolve the issues that were reasons for refusal. She added that the new home appears to now be subservient and that she was considering voting to approve this application unless material reason for refusal is raised.

Councillor Mark Johnson agreed, noting that I can't see any reason at the moment to turn down this application. He also highlighted the provision of adequate parking spaces as a positive aspect.

The proposal will provide a two-bedroom, four-person dwelling. The applicant has also addressed concerns regarding refuse and recycling facilities, with a collection point to be located adjacent to the front boundary. Conditions have been imposed to ensure the satisfactory provision of these facilities and to manage construction impacts.

Previous Refusal and New Conditions

The initial refusal of the larger, two-storey dwelling at 47 Graham Road was based on several significant reasons, including concerns about its overly cramped and prominent backland development that would be out of keeping with the visual appearance of the street scene and character of the area. Furthermore, the previous proposal was deemed detrimental to the amenities of the host dwelling due to its size, siting, height, and orientation, leading to losses of outlook, privacy, visual intrusion, and a sense of enclosure, as well as reductions in daylight and sunlight and overshadowing to its rear garden. Highway safety and access were also major concerns, with the applicant failing to demonstrate acceptable land levels, pedestrian and cyclist safety, adequate turning within the site, and achievable sightlines. The existing garage was also considered sub-standard in size and inadequate for parking. Finally, satisfactory facilities for refuse and bulky waste could not be demonstrated.

These previous issues led to refusal based on conflicts with various policies within the London Plan (2021) and the Croydon Local Plan (2018). The revised bungalow proposal has addressed these concerns.

The council has imposed specific conditions to ensure the satisfactory provision of refuse and recycling facilities and to manage construction impacts. A pre-commencement condition (Condition 3) requires the submission and approval of a detailed Construction Logistics Plan, covering traffic management, delivery scheduling, contractor parking, wheel washing, site compound locations, routing, and a condition survey of the surrounding highway network. This plan will also secure mitigation measures identified in the Construction Environmental Management Plan and Air Quality Dust Management Plan. Another condition (Condition 8) mandates the submission and approval of full details regarding the siting, design, dimensions, and storage capacity of refuse stores, collection points, and bulky waste storage areas prior to occupation. A Construction Environmental Management Plan for Biodiversity (Condition 6) is also a pre-commencement requirement. Additionally, an informative advises the applicant that all demolition and construction works should adhere to the Council's Code of Practice on the Control of Noise and Pollution from Construction Sites.
