Waltham Forest Council's Planning Committee has granted full planning permission for the change of use of 130 Trumpington Road, Forest Gate, from a residential care home to temporary accommodation for 14 households. The decision, made on Tuesday, 8 September 2026, will see the property converted to provide much-needed temporary homes, aiming to assist the council in meeting its statutory duties to house homeless individuals and families.

The development includes the installation of Air Source Heat Pumps (ASHP) and photovoltaic (PV) panels, alongside new refuse and cycle parking facilities. Associated landscaping and play space for children are also part of the approved plans.
Measures to ensure the safety and well-being of residents in the temporary accommodation include 24-hour CCTV coverage of key areas, video-door entry systems for homes accessed via the main entrance, and secure fob-controlled access to communal areas. Windows and doors will be upgraded to meet Secured by Design standards, and the development is required to achieve this status overall. The Council's Temporary Accommodation Team will conduct regular fortnightly visits, and contact details for the Housing Options team will be provided for residents or neighbours with concerns. A lighting scheme will be implemented to minimise light spillage and prevent glare.
The former care home was decommissioned due to underutilisation and high running costs, with alternative facilities available within the borough. The change of use to temporary accommodation is intended to address the council's need for such housing, with the majority of units planned as two-bedroom homes to accommodate families.
The decision was made subject to conditions and informatives, and the completion of a Unilateral Undertaking Legal Agreement. This agreement covers highway contributions, biodiversity net gain, and legal fees.
Specifically, the highway contributions include a £250 financial contribution for Construction Logistics Plan monitoring. A Highway Condition survey will be conducted, and any damage to the highways resulting from construction works will be reinstated by the Council and funded by the developer. Furthermore, S278 works, funded by the developer, are required prior to occupation. These include the construction of a small, dropped kerb to facilitate bin collection, along with a traffic management order for a 2.8-metre double yellow line on Trumpington Road.
For biodiversity net gain (BNG), the development will achieve a 10% uplift through the registration of the site on the Biodiversity Gain Site Register and the completion of habitat creation and enhancement works at the application site, in accordance with the Habitat Management and Monitoring Plan. Management Plan Monitoring Reports will be provided to the Council for either on-site provision or a biodiversity offsetting scheme. Off-site habitat units will be registered with Natural England, and financial contributions will be made towards BNG monitoring over specified periods. Should there be any shortfall or failure to deliver the required uplift on site, options via a Biodiversity Offsetting scheme or statutory biodiversity credits will be pursued.
