Three Havering councillors are set to join the Outer North East London Joint Health Overview and Scrutiny Committee (ONEL JHOSC), a body responsible for scrutinising local NHS services and healthcare planning across Barking and Dagenham, Havering, Redbridge, and Waltham Forest.
Councillors Petru Eugen Dinsorean, Oscar Ford, and Tom Vickery have volunteered to serve on the committee, which meets quarterly. The ONEL JHOSC's work is expected to interact with and potentially influence the decision-making of local NHS trusts and the Integrated Care Board within its remit.
The decision was made during a meeting of the People Overview & Scrutiny Sub Committee on Tuesday, September 8, 2026. During this meeting, the sub-committee agreed to add several key items to its work programme for the upcoming year, which will guide the ONEL JHOSC's scrutiny efforts.
These agenda items include a focus on the support performance for young carers, the effectiveness of Education, Health, and Care (EHC) plans, and the deployment of social value initiatives to support residents. Councillor Matthew also suggested examining protective factors that could prevent homelessness, such as financial inclusion, budgeting, mental health support, education outcomes, and employability. Furthermore, Councillor Della Morton proposed scrutiny of the Care Quality Commission (CQC) improvement plan.
The committee agreed that these items would be added to the work programme and prioritised accordingly. A revised draft work programme will be circulated to members for comment.
The ONEL JHOSC rotates its venue between Barking and Dagenham, Havering, Redbridge, and Waltham Forest for its quarterly meetings.
