Havering Council is set to establish a new task force to investigate the complex issue of homelessness and rough sleeping within the borough, aiming to answer the fundamental question: What would it take to genuinely reduce homelessness in Havering?
The Place Overview & Scrutiny Sub Committee met on Tuesday, 15 September 2026, to discuss and agree on the formation of this dedicated group. The task force will examine key areas including housing supply, affordability, prevention strategies, partnership working, and support for vulnerable residents.
Councillor Henry Williams has been nominated to lead the task force. Councillors Bailey Nash-Gardner, Paul Sullivan, Matthew Stanton, and Angelica have also indicated their interest in joining. The task force can be expanded to include other councillors with relevant expertise, provided they are not members of the Cabinet.
Discussions during the meeting highlighted the multifaceted nature of homelessness, with members noting the impact of factors such as private rents, financial pressures, and rising mortgage costs. The task force is expected to explore potential outcomes such as the development of a housing supply and homelessness prevention action plan, involving a range of partners.
As part of its focus on supporting vulnerable residents, the task force will examine strategies that recognise the complex needs of homeless individuals and families. Notably, the upcoming Family Welcome Centre is set to adopt a psychologically informed, trauma-focused approach.
The group is anticipated to complete its work by March 2027, reporting back to the committee at each meeting. The formation of this task force is part of a broader effort by the council to address homelessness, with the committee also populating its work programme for the 2026-2027 municipal year with other relevant topics.
