Havering Council's Place Overview & Scrutiny Sub Committee is set to conduct a thorough review of the borough's parking enforcement procedures, with a specific focus on the Penalty Charge Notice (PCN) system.
The decision to scrutinise the PCN process was made during a meeting on Tuesday, September 15, 2026, where councillors discussed and agreed upon a range of topics for the 2026-2027 municipal year. The committee aims to really scrutinise that
as part of its work programme.
Councillor Alex Donald, who chaired the meeting, proposed the review of PCNs for parking enforcement, suggesting a process review to examine the current system. The committee has the capacity to cover approximately six topics over the next four regular meetings.
