Sutton Housing Partnership (SHP) has faced scrutiny over a £2.6 million budget increase, with councillors demanding clarity on the tangible benefits for residents. The funding rise, detailed in the SHP Delivery Plan update for 2026-2027, was a key topic at the Housing, Economy and Business Committee meeting on Tuesday, September 15, 2026.
Steve Tucker, Managing Director of SHP, outlined the reasons for the increase, stating that approximately £200,000 is attributed to inflation. The remainder, around £2.4 million, will be invested in preparing the repair service to meet the stringent requirements of the Building Safety Act's phase two. This includes addressing disrepair claims and undertaking a significant digital transformation to enhance online services for tenants. Furthermore, new consumer standards necessitate that housing staff obtain professional qualifications within three years.

Councillor Long specifically questioned the outcomes residents could expect from the budget hike. Mr. Tucker elaborated that the investment would significantly bolster the repair service's capacity. This will enable SHP to meet the demanding timescales set by the Building Safety Act, including emergency hazard response within 24 hours and a 10-working-day deadline for investigations into other repair issues. The digital transformation aspect aims to provide tenants with greater accessibility to services online.

The meeting also touched upon broader performance metrics. Tenant satisfaction with repairs services, while currently at 72%, saw a 2.1% increase for the year. Performance for the year regarding non-emergency repairs completed within SHP's timescales stood at 74.5%, a slight decrease from the previous year. Emergency repairs completed within the mandated 3-hour timeframe were at 69.02%, a decrease from 24/25, which is being reviewed as part of the Repairs Improvement Plan.
Overall tenant satisfaction for the year has improved by 4.7%, reaching 74.6%. The commentary accompanying this metric suggests that efforts to enhance processes, promote open communication, and build transparency have contributed to this rise.
