Sutton Council's plans to tackle anti-social behaviour (ASB) have exceeded their targets, with performance in this area showing a significant improvement. The Housing, Economy and Business Committee heard that ASB performance has surpassed expectations, with a reduction in cases opened from 42 to 19 per 1,000 homes compared to the previous year.

Steve Tucker, Managing Director of Sutton Housing Partnership (SHP), confirmed that anti-social behaviour performance has exceeded targets. He outlined the multifaceted approach SHP employs, which includes a range of sanctions and mediation to address ASB. This strategy involves early categorisation of ASB issues to apply appropriate interventions, from neighbourly dispute mediation to more serious interventions bordering on criminal behaviour. A case management system collects evidence, and professionals collaborate to agree on the way forward.

While the overall number of ASB cases has significantly decreased, the meeting information noted an increase in cases involving hate incidents, rising from 1.5 to 2.21 per 1,000 homes in the 24/25 period. The SHP's commitments include giving perpetrators the opportunity to change their behaviour and ensuring victims know SHP is on their side. Victims receive weekly updates on actions and expected resolution times throughout the process.

The SHP Delivery Plan also incorporates new key performance indicators (KPIs) related to the Building Safety Act, income management, and safety remedial actions. Targets for tenant satisfaction and void turnaround times have also been adjusted. The Biannual Performance Monitoring Report highlights 51 peak performance indicators across various services that the committee is responsible for monitoring. Furthermore, the Performance Plan for 2026/27 includes ten new targets, five of which measure compliance against Awaab's Law, two for income management, and three for outstanding remedial actions concerning fire risk assessments, water risk assessments, and lift safety checks. Specific measurement methods for these KPIs are detailed within the Performance Plan (Appendix C) and Biannual Performance Monitoring Report (Appendix A). 12
