Harrow Council's Cabinet has approved a £12.4 million programme to replace 86 vehicles across its fleet, including essential refuse collection vehicles, tippers, cars, vans, cranes, and dumpers. The decision, made at a Cabinet meeting on Thursday, 24 September 2026, aims to ensure the continued provision of reliable fleet assets for vital frontline services.
The programme will also see the award of a direct contract to Fleet Factors Ltd for fleet vehicle replacement parts, valued at up to £1.92 million over four years, sourced through the NEPO201 Framework.
Councillor Pritesh Patel, Portfolio Holder for Cleaner Streets and Public Safety, highlighted the importance of this investment in maintaining operational availability and safety. He stated that it contributes to the Council's corporate priorities by enabling the efficient delivery of essential services, strengthening operational resilience, supporting the Council's fleet modernisation programme, and improving environmental performance through the introduction of newer vehicle technology.
This modernisation effort includes the continued expansion of the Council's electric vehicle fleet where operationally appropriate. The purchase of electric vehicles will be dependent on the availability and suitability of charging infrastructure at the hub. However, the programme will also include conventional vehicle replacements where service requirements, financial feasibility, or current technology limitations make alternative fuel solutions unsuitable.
The approved funding for the vehicle replacement programme is £12,581,434, which includes a contingency of £177,165 to accommodate potential price increases before orders are placed. This funding is drawn from the Council's capital programme.
