Harrow Council Approves New Care Home at Vernon Lodge Site

Harrow Council has granted approval for a new care home at the Vernon Lodge site in Kenton Lane, following a decision by the Planning Committee on Wednesday, October 21, 2026. The plans involve the demolition of existing buildings and the construction of a part-three and part-four-storey facility, which will offer up to 97 bedrooms.

The new facility will provide a range of care services, including residential and dementia care. The predicted breakdown of care types includes nursing (29%), nursing dementia (25%), residential (20%), and residential care (26%), addressing a clear need for such facilities in the borough, particularly for dementia care.

The development will also feature extensive landscaping, parking, and ancillary works. A significant aspect of the approval is a Section 106 legal agreement, which ensures that fifteen beds will be secured for Harrow Council at a 'sustainable market rate'. This rate will be determined in line with the council's indicative budget rate for residential and nursing care home beds and will be revised annually. The council will also have first refusal on any vacant beds.

Further obligations within the Section 106 agreement are designed to benefit the local community and environment. These include provisions for construction employment opportunities, with a training and employment plan to be agreed before site work begins, alongside a financial contribution towards the management and delivery of a construction training programme. An Employment and Training Remedial Contribution will also be payable if local employment opportunities are not met. A local procurement plan will aim to ensure that a target of typically 15% of qualifying supplies and services are provided by companies based within the borough, or other West London Partnership boroughs if not feasible.

The agreement also mandates a carbon offset contribution of £96,483 (TBC), which will be paid to the council prior to the commencement of development. This contribution is calculated based on Energy Usage Intensity and an offset price over 30 years, aiming to mitigate the environmental impact of the development.

A comprehensive Management Plan for the care home must be submitted to and approved by the Local Planning Authority before the first occupation. This plan will detail the proposed management, staffing, supervision, and care arrangements for residents, including the nature of care provided, the identity of the care provider, and confirmation of the operator's responsibilities and Care Quality Commission (CQC) registration. The home will operate according to this approved plan for its lifetime.

Concerns regarding the number of rooms, parking provision, garden size, and the building's scale and appearance were raised by objectors during the committee meeting. However, the case officer highlighted that the site is allocated for specialist older person accommodation, underscoring the significant demand for such facilities in Harrow.

The proposal was deemed to make efficient use of land and offer substantial benefits to Harrow residents through the Section 106 agreement. The committee voted to approve the application, subject to a range of conditions and the aforementioned legal agreement. These conditions include requirements for a Construction Logistics Plan, a Construction Environmental Management Plan (CEMP), site investigations, an asbestos survey, remediation strategies, noise and vibration assessments, and detailed plans for landscaping, biodiversity, flood event emergency planning, and sustainable energy systems, among others. Specific conditions also relate to fire safety, care home use, air quality, and tree protection.

Further details on the planning application and the committee meeting can be found in the Public reports pack.
