Councillors have refused permission for an outbuilding's height variation at 42 Flambard Road, Harrow, after concerns were raised about its potential impact on local amenity.

The Planning Committee of Harrow Council met on Wednesday 21 October 2026 and voted to refuse the application to increase the height of an outbuilding from 3.0 metres to 3.5 metres at the eaves. The variation also included replacing a window with a door and reconfiguring the canopy.

The application had been deferred at a previous committee meeting for further clarification. The outbuilding is currently under construction and is reported to be 7.8 metres in depth, which is greater than what was previously approved. Seven objections were received regarding the application, including from the Elmwood Area Residents Association.

Councillor Paymona Ashton proposed the refusal, citing the height and proximity to the boundary as reasons. She argued that these factors would harm visual and residential amenity, contrary to the National Planning Policy Framework 2026, the London Plan policy D3 and GR1 of the Local Plan 2021 to 2041. The specific aspects of the site's topography that led to concerns were mentioned as a factor in the refusal proposal, alongside height and proximity to the boundary.

An officer had previously explained that the height increase was not considered excessive in the context of the originally approved outbuilding and would not significantly affect local character. However, the committee ultimately voted to refuse the application.

The definition of 'local amenity' in planning decisions in Harrow was considered in relation to visual and residential impacts in this case.
