Harrow Council grants permission for Elms Road property conversion into four flats
Harrow Council's Planning Committee has approved plans to convert a property on Elms Road into four self-contained flats. The decision, made on Wednesday, October 21, 2026, will see the existing dwelling at 17 Elms Road transformed, with the addition of single and two-storey side and rear extensions, a loft conversion with a rear dormer, a front porch, and external alterations. The detached garage and rear stores on the property will be demolished as part of the redevelopment.
The proposed development includes two studio flats, one two-bedroom flat, and one four-bedroom flat. The largest of these, the four-bedroom unit, will have a gross internal area of 176.16 square metres, significantly exceeding the minimum space standards. The proposed units met or exceeded minimum space standards, with specific Gross Internal Areas (GIA) and storage detailed in the planning reports.

The application was called in by a nominated member of the committee due to concerns about the internal layout being unbalanced
and the overall design not being great.
Specifically, the nominated member noted the presence of a ginormous four-bedroom unit
alongside little bedrooms coming off it,
which was described as not great.
While the subjective assessment of the layout was raised, the specific impact on residents was not explicitly detailed beyond this description.
Despite these reservations, planning officers highlighted that the proposal met space standards and that the extensions were largely consistent with previously approved plans. The Highways Authority raised no objection to the development, addressing potential concerns about its impact on local infrastructure.
The development will provide three parking spaces within the front forecourt, including one designated for disabled use. Bin and cycle storage facilities will also be incorporated into the design.
