Enfield Council is moving forward with plans to sell Biodiversity Net Gain (BNG) units at Forty Hall Parkland, aiming to boost the parkland's maintenance and investment through this initiative.
The decision, agreed in principle by the Cabinet on Wednesday 10 September 2025, will see the council ring-fence the income generated from the sale of BNG units. The funds will be specifically allocated to habitat-appropriate maintenance of the parkland, ensuring it meets BNG specifications, and for capital works investment to further enhance the parkland.
The Cabinet Member for Environment and Placemaking, Sabri Ozaydin, has been delegated authority to agree to enter into a Conservation Covenant, a s106 agreement, or any other legal construct necessary to establish the BNG scheme at Forty Hall.
The Director of Environment and Communities has been authorised to appoint and collaborate with a Habitat Bank Broker, if needed, and to finalise any legal agreements required to implement the scheme, pending approval from the relevant Cabinet Member.
A detailed scheme is currently being developed and will be presented to the Cabinet Member for Environment, Culture and Open Spaces for approval in the coming months.
