Enfield Council is seeking public consultation on its proposed new Traveller Local Plan (TLP), which aims to address the housing needs of Travellers in the borough.
The Enfield Council Cabinet, at its meeting on 10 September 2025, agreed to recommend to Full Council the approval of the Proposed Submission Traveller Local Plan for publication for a minimum six-week period of public consultation, under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
This public consultation period allows residents to provide feedback on the proposed TLP. The Cabinet agreed to recommend to Full Council the approval of the Proposed Submission Traveller Local Plan (TLP) for publication for a minimum six-week period of public consultation, under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
The Integrated Impact Assessment (IIA) and its Appendices, and Habitats Regulation Assessment (HRA) were also approved for publication for consultation.
The Cabinet also noted the content and conclusions of the Equality Impact Assessment (EqIA), which has been prepared to support and inform the Traveller Local Plan.
The Executive Director of Environment and Communities, in consultation with the Leader of the Council, was delegated authority to make minor amendments to the documents, including amendments to correct factual or editorial errors, and to make other non-material changes necessary to ensure consistency, clarity, and overall coherence. They were also delegated authority to commence consultation on the TLP and associated documents and to make any appropriate and necessary minor amendments to the proposed submission version of the Traveller Local Plan and supporting documents following consultation and prior to formal submission to the Secretary of State.
Following the period of public consultation, officers are authorised to proceed under Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) to submit the Proposed Submission Traveller Local Plan and associated documents to the Secretary of State for the Ministry of Housing, Communities and Local Government for independent public examination, together with any Regulation 19 representations.
The decision was made at a meeting of the Enfield Council Cabinet, which included attendees Ergin Erbil (Leader of the Council), Tim Leaver (Deputy Leader of the Council / Cabinet Member for Finance and Procurement), and Susan Erbil (Cabinet Member for Planning and Regulatory Services).
