Barnet Council is set to rescind a land agreement concerning Copthall Playing Fields, marking the end of a nine-year period without progress on the project. The decision was made during a Cabinet meeting on Tuesday, 16 September 2025.
The agreement, initially approved in principle by the Assets Growth and Regeneration Committee in September 2016, involved the letting of approximately 1.66 hectares of land to the Camden Community Football and Sports Association (CCFSA). The proposed plan was for sports and community use, subject to the CCFSA agreeing to the Heads of Terms and obtaining any necessary statutory consents. However, the council has decided to rescind the decision due to a lack of progress.
According to the meeting's reports pack, the council aims to maximise value and efficiency from its estate, particularly using land for its own purposes. Councillor Barry Rawlings, Leader of the Council and Cabinet Member for Strategic Partnerships, Economy, and Effective Council, authored the report recommending the rescinding of the 2016 decision due to the project's stagnation. The report cites several factors contributing to this lack of progress, including outstanding Heads of Terms, the absence of a planning application, the departure of the CCFSA's pro-bono architect, and a lack of funding for both the pre-development phase and the actual development itself.
