Barnet Council has awarded a contract to Chipside Limited for parking enforcement software, licences, hosting, and associated business processing services.
The decision, made during a Cabinet meeting on Tuesday, 16 September 2025, follows a commissioning process approved in April 2024. Councillor Alan Schneiderman, Cabinet Member for Environment & Climate Change, presented the report, highlighting the need for updated software to manage parking enforcement effectively.
The contract, awarded via a direct award under the ESPO 509 Framework (Lot 4 – Parking Management Solutions), is valued at £3,802,100 for a period of up to seven years, including an optional two-year extension. The Executive Director for Environment has been delegated the authority to finalise the specification and enter into the contract with Chipside Limited.
The award of the contract via direct award was justified because the procurement route to market was assessed in conjunction with the Council's Legal and Procurement Teams, and the approved option was to directly award via the ESPO Framework 509 (Parking Management Solutions) Lot 4 Civil Enforcement Solutions.
The meeting agenda states that the decision was included in the Annual Procurement Forward plan approved by Cabinet on 5th February 2025.
