Kingston upon Thames Councillor Kamala Kugan has apologised for breaching the Members Code of Conduct, following a determination by the Standards Sub-committee. The apology comes after a complaint was made against her on 19 July 2024 by the Executive Director for Children's Services and the Chief Executive regarding a series of emails she sent during April and May 2024.
The Standards Sub-committee, which met on 30 September 2025, found that Councillor Kugan failed to show respect to officers in emails regarding a family whose children are in council care. She also breached confidentiality by sharing details of the children's circumstances with people who were not entitled to have such information.
The complaint was filed because of concerns Councillor Kugan raised about the actions taken by Achieving for Children (AfC) in relation to three children in care. She was critical of the actions taken by AfC and personally of the Executive Director.
The Standards Subcommittee Report to Council 14 October 2025 determined that Councillor Kugan should write a letter of apology to the Executive Director for Children's Services and his Achieving for Children colleagues. She must also attend mandatory Code of Conduct training, specifically covering member conduct and communication with officers. The report noted that the training is to be arranged by the Monitoring Officer and completed before the end of the calendar year, and that Councillor Kugan will also be offered coaching support to help her manage her behaviour.
Additionally, the Chair of the Sub-committee will write to Councillor Kugan's Group Leader to convey the hearing's outcome and request his support in ensuring Councillor Kugan's adherence to the Code of Conduct in the future. Councillor Kugan's access to the all-member email distribution list will be reinstated, subject to the understanding that the behaviour which led to the Standards hearing will not be repeated.

It is understood that Achieving for Children works in partnership with the Kingston upon Thames Council to provide children's services.
