Bromley Council has awarded a £20 million contract renewal for parking services to Bexley, continuing a shared service collaboration that has been in place since 2013. The Parking Services Report notes that this joint working agreement has provided efficiencies in terms of expenditure savings and resource sharing.
The decision, made at a Bromley Council Executive meeting on Wednesday 15 October 2025, will see the Shared Services Collaboration Agreement for Parking Services with the London Borough of Bexley extended until 2038, aligning with the length of the new parking contract.
The new contract, expected to commence in April 2027, will run for 10 years and cover a range of responsibilities, including:
- Enforcement of penalty charge notices (PCNs) on and off-street
- Enforcement of CCTV PCNs for bus lanes
- Enforcement of school keep clear markings and moving traffic contraventions
- Car park management, including cleaning and maintenance
- Cashless parking solutions
- Parking and permit IT systems
- Civil enforcement officer (CEO) enforcement of Blue Badge misuse
Key performance indicators (KPIs) will be included in the contract to ensure monitoring and best value, covering areas such as civil enforcement error, deployment levels, processing delays, and cleanliness of car parks. The full list of KPIs is still being composed, as well as what the financial penalty associated with them will be.
The contract will also consider the use of more electric vehicles for enforcement.
