Bromley Council has extended a key facilities management contract for the Civic Centre at Churchill Court, ensuring the continuity of essential services for the council and its tenants. The decision was made at a meeting of the Bromley Council Executive on Wednesday, 15 October 2025.
The Executive approved the award of a service contract for a ten-year term, with the option to extend for a further five years. This contract covers the provision of facilities and building management services at Churchill Court. The tender evaluation was based 60% on the financial submission and 40% on the quality bid.
The Contract Award Member Report noted that the current contract is set to expire on 31 March 2026. The procurement process was designed to ensure a seamless transition to a new provider, maintaining uninterrupted service for both the council and its tenants. In addition to the Council's operational facilities, the Churchill Court site also provides accommodation for a number of third-party commercial tenants who occupy various parts of Phases 1, 2, 3 and 4 to which the Council are landlord. The contract is intended to ensure continuity of service provision for them as well.
The scope of the services covered by the new contract includes:
- Contract management
- Planned maintenance work scheduling
- Helpdesk and CAFM (Computer Aided Facilities Management system)
- On-site engineers
- Management of closed protocol systems
- Hard facilities management planned preventative maintenance
- Soft facilities management
- Building safety and compliance
- Repairs to the buildings and external areas
Notably, the new contract will also include the current contract for security guarding at the Youth Offending Service at Masons Hill.
The performance of the chosen supplier will be closely monitored against 29 agreed key performance indicators (KPIs), assessed monthly and quarterly throughout the contract period. Examples of these KPIs include:

- Ensure all statutory compliance, testing and certification carried out in line with regulatory requirements
- Ensure that all of the planned maintenance activities have been carried out.
- Security Hours
- Ensure there is no reactive breach to security
- Undertake Security Audits
- Security Officers to be SIA Registered.
- Security Officers to be trained and competent, including being Fire Marshalls and First Aiders in addition to De Fib training.
- Security Officers to complete appropriate LBB training as required.
- Cleaning hours
- Cleaning Audits
- Customer Satisfaction.
- Complaints Performance
- Measure and monitor the energy efficiency of plant as part of the Authority's Carbon Zero Target.
- Maintain Access Control Data securely
- Agreed set of Audits of all processes and procedures to evidence the above KPI performance.
The Executive also delegated authority to the Director of Housing, Planning, Property and Regeneration, in consultation with relevant portfolio holders and directors, to trigger a break clause at year 5 if necessary, and to apply the 5-year contract extension.
