The Kensington and Chelsea Planning Applications Committee has refused a proposal to demolish a two-storey dwelling and construct a new one at 12 Cathcart Road, SW10 9NN. The applicant for the demolition and construction proposal was Mr & Mrs Clarke, although the rationale for wanting to replace the existing building is not stated in the meeting information.

The committee convened on Tuesday 21 October 2025, to discuss the application, among others, and ultimately decided that the proposed replacement would not enhance the character of the Boltons Conservation Area. No dissenting voices or alternative viewpoints were expressed within the Planning Applications Committee regarding this decision.

According to the report prepared by the Director of Planning and Place, while the new dwelling would ensure continued protection of neighbouring living conditions, safeguard the operation of public highways, and protect nearby trees, it failed to demonstrate a greater overall contribution to the conservation area than the existing building.

The existing building is described in the Boltons Conservation Area Appraisal as a positive contributor. The committee found that demolishing a building with this designation would be detrimental, as the replacement dwelling would not provide a greater overall contribution to the character and appearance of the wider conservation area.

The report stated that the proposals would ensure the continued protection of neighbouring living conditions, would safeguard the safe operation of adjacent public highways, and would protect nearby trees, and would also comply with the Council's ecological policies. However, the principle of demolishing the existing building, which the Boltons Conservation Area Appraisal identifies as a positive contributor, would be harmful, as the replacement dwelling would not provide a greater overall contribution to the character and appearance of the wider conservation area.

It was recommended that the Committee refuses planning permission for the reasons summarised in Section 1.2 of the report.
