Haringey Council is set to tender for valuation and survey services as part of its expanding acquisitions programme, which is scaling up to approximately 250 acquisitions per annum.

The decision, made by the Cabinet on Tuesday, March 10, 2026, will see the council appoint a panel of external property professionals to provide these crucial services for up to a three-year term, with an option to extend by a further 24 months. This move is in response to the expiring contract for current valuers, which is insufficient to meet the demand of the growing programme.

The acquisitions programme requires a comprehensive and flexible professional support model capable of handling both routine street-property acquisitions and complex block transactions, including mixed-use and S106 units. The current valuers' contract is too narrow for these expanding needs, lacking flexibility for block acquisitions and out-of-borough coverage, and not providing sufficient capacity.

Delegated authority has been granted to the Cabinet Member for Housing, in consultation with the Corporate Director of Finance and Resources, to award the contract(s) to the most economically advantageous bidder(s) following a compliant procurement process. The Corporate Director of Finance and Resources is also authorised to issue and execute any ancillary documents and implement the contract(s).

Alternatives considered included doing nothing, which was discounted due to the critical gap it would create in due diligence capacity and the risk of programme slippage. Extending the current arrangement was also rejected due to its narrow scope and lack of flexibility. Delivering the work in-house was deemed unfeasible due to insufficient internal capacity and specialist expertise to meet the volume and complexity of the acquisitions programme.

The tendering process and appointment of the new panel are expected to be completed by Quarter 3 of 2026/27, with the contract running until Quarter 3 of 2029/30. This is detailed in the Approval to tender valuation and survey services relating to the acquisitions programme.
