Hounslow Council's Cabinet has approved a new 125-year lease for the De Brome Building at 77 Boundaries Road, Feltham, to West Thames College. The decision, made at a meeting on Tuesday, 14 July 2026, aims to formalise the college's long-standing occupation of the building, which is used for further education and skills delivery.
The updated lease terms include a new lease term, an uplift to the starting rent based on independent valuation advice, modernised alterations provisions, settlement of historic rental arrears, and confirmation of insurance and VAT treatment. Crucially, the lease includes an education only use restriction
and a keep-open requirement
to ensure the site continues to operate as an active educational facility.
Councillor Tom Bruce, Deputy Leader of the Council and Portfolio Holder for Assets, Regeneration and Development, presented the report to the Cabinet. He highlighted that the proposal aims to regularise the college's occupation of the building and gives effect to previously agreed Heads of Terms, as detailed in the public reports pack for the meeting Public reports pack Tuesday 14-Jul-2026 19.00 Cabinet.
The new lease is expected to be completed by late summer 2026, aligning with the start of the 2026/27 academic year. This move is anticipated to strengthen the borough's skills pipeline, support learners into employment, and generate a sustainable revenue stream for the Council from a strategic asset.
