The Hillingdon Planning Committee has approved plans for the redevelopment of The Barn Hotel, paving the way for 71 new homes.

The committee granted permission for the partial demolition of the Grade II listed Barn Hotel and its conversion into three dwellings. The remainder of the site will be redeveloped to include new building blocks, ranging between two and four storeys in height, to accommodate the 71 residential units.

The decision to approve the partial demolition of the Grade II listed building was made after careful consideration of its heritage significance. Historic England supported the scheme, commending the thoughtful response to context and the collaborative approach. They noted that while densification around listed buildings can make it harder to understand their original rural setting, this proposal is considered to cause less than substantial harm to the listed buildings, primarily through changes to their setting. In accordance with Policy HE6 of the NPPF (2026), this harm was weighed against the public benefits of the proposal, including securing the long-term reuse of the listed building.

The development will also feature associated landscaping, a new access off Garden Close, and provision for car parking, cycle parking, and refuse stores.

The redevelopment will include a financial contribution of £95,000 for new, enhanced, or improved access to open space within the London Borough of Hillingdon, to be secured through a Section 106 legal agreement. Additionally, a financial contribution of £94,106 will be secured towards the London Healthy Urban Development Unit (HUDU) to fund enhanced or new health facilities within the borough.

The decision was made subject to a Section 106 legal agreement, which will secure contributions towards various aspects of the development. Notably, the revised scheme does not propose any affordable housing due to viability testing. However, the legal agreement includes an Early and Late-Stage Viability Review mechanism, which allows for the uplift of affordable housing provision if it is shown to be viable in the future.

Furthermore, an air quality mitigation contribution of £62,106 will be secured through the Section 106 agreement. This will be complemented by planning conditions mandating a Low Emission Strategy, control of dust and emissions during construction and demolition, and control of Non-Road Mobile Machinery, all of which will help implement and monitor air quality mitigation measures.

The Section 106 agreement also covers contributions towards listed building works, carbon offsetting, employment and construction training, and residential parking permit restrictions.
