Redbridge schools are facing falling reception rolls, leading to a surplus of places across the borough. The trend aligns with broader demographic shifts across London and neighbouring authorities, as detailed in the latest School Organisation Plan 2025.
The Redbridge Schools Forum discussed the plan at its meeting on Tuesday, 8 July 2025. The School Organisation Plan 2025 notes that the school population changes within Redbridge follow a very similar trend to the significant demographic change being seen and being projected across London.
By the 2026/27 academic year, the Published Admission Number (PAN) will have decreased by 360 places, equivalent to 12 classes, since 2019/20. Despite this reduction, a report presented to the Schools Forum stated that an additional 15 classes' worth of surplus reception places are expected by 2027/28.
The School Organisation Plan 2025 is based on recent trends and population projections. The report pack stated that the decline in primary school enrolments is now shifting to the secondary sector, where consideration should be given to managing PANs. The School Organisation Plan 2025 notes that all schools will need to be involved in exploring options and collectively identifying approaches to manage the declining pupil numbers.
The School Organisation Plan 2025 also highlights that a high surplus of school places creates financial pressure on schools causing reduced budgets, which in turn can affect the overall sustainability and quality of education standards at the school.
The report also highlighted several factors contributing to the falling rolls:
- A decline in the birth rate.
- Uncertainty caused by Brexit, leading some families to leave the UK.
- The global pandemic, enabling families to work remotely and live further from London.
- The increasing cost of housing and renting.
- Reduced inward migration of families with young children.
The School Organisation Plan 2025 notes that the surplus is not uniform across the borough. Planning Area 1 meets the threshold for PAN at schools with only 4% surplus places in 2024-25 whereas Planning Areas 2 and 3 have surpluses of 10% and 12% respectively. It also states that surplus places are not evenly spread across schools.
The Council agreed in December 2022 to work with schools to manage the anticipated drop in pupil numbers with a view to retaining all schools with a published admission number and sufficient pupils on roll to ensure they are financially viable and sustainable.
