Tower Hamlets Council reports £4.4 million in savings from early retirement and voluntary redundancy scheme.
The council has achieved savings of £4.4 million through its early retirement and voluntary redundancy (ER/VR) scheme, according to figures presented at a Human Resources Committee meeting. A total of 66 employees have left the council via the scheme since the 2024-25 financial year.
The one-off cost to the council for these exits amounted to £2.462 million, which was funded by capital receipts. A prerequisite for the ER/VR scheme's approval is that its costs must be recouped within a three-year period, although a specific projected timeline for the repayment of this £2.462 million is not detailed in the meeting information.

Chris Leslie, Director of Finance, explained that the ER/VR scheme is a key component of the council's Medium-Term Financial Strategy, designed to achieve budget savings. For any ER/VR scheme to be approved, a robust business case must demonstrate that posts can be removed without negatively impacting service delivery and that the associated costs can be repaid within three years.
Councillors sought assurances that posts eliminated through the scheme would not be refilled by agency staff. Mr Leslie clarified that the approval process mandates confirmation that posts can be removed without replacement and that their corresponding budgets are deleted. This budget deletion serves as a monitoring mechanism to track any subsequent recruitment or overspends, thereby highlighting potential refilling of posts, including by agency staff. While managers, directors, finance, and HR all sign off on post removals, and budget deletion is a key monitoring tool, no further specific mechanisms to prevent refilling were detailed.
Concerns were also raised regarding the potential loss of organisational memory. Mr Leslie responded that the process involves manager sign-offs for each departure, allowing for adequate handover and knowledge transfer to mitigate this risk.
The report highlighted that the £4.4 million in savings are ongoing year on year, contrasting with the one-off expenditure of £2.462 million for the scheme. The ER/VR scheme is accessible to all employees with two or more years of continuous service, offering a financial incentive for voluntary departure. For members of the Local Government Pension Scheme aged 55 or over, voluntary redundancy also allows for immediate access to their pension benefits.
