Harrow Council approves flats at 212 Headstone Lane despite resident objections

Harrow Council's Planning Committee has approved plans to convert a property at 212 Headstone Lane into four flats, despite objections from local residents.

The decision, made at a meeting on Wednesday, October 21, 2026, saw the conversion of the existing dwelling, incorporating single-storey side and rear extensions, a loft conversion with a rear dormer, and external alterations. The proposal includes four parking spaces for the new flats.

The proposal had faced objections concerning overdevelopment, impact on local infrastructure, character, amenity, parking, and noise. However, the Highways Authority raised no objection, subject to conditions regarding crossover widening and waste storage location.

A previous refusal of a similar application (PL/1975/24) was based on concerns about the loss of a family-sized dwelling. The current scheme includes a three-bedroom, four-person unit, which planning officers considered addressed this issue. The specific details of the previous refusal beyond this concern are not elaborated upon.
