The Finance Overview and Scrutiny Committee met on 9 October 2025, to discuss the proposed programme, which includes a Committed Capital Programme of £261.5 million and a Development Pool of £162.2 million, according to the 25-26 GF Capital Programme Update Cabinet document. The committee was tasked with scrutinising the programme's delivery performance, funding strategy, and alignment with the council's priorities. The Overview and Scrutiny Committees play a vital role in ensuring accountability and transparency within the local authority.
Of the £423.7 million capital programme, £133.924 million will be funded by borrowing, according to the table on page 58 of the 25-26 GF Capital Programme Update Cabinet document.
Potential funding sources for the capital programme include grants, Community Infrastructure Levy (CIL), Section 106 payments, carbon offset funding, capital receipts and reserves, revenue account contributions, and borrowing.
