Redbridge Council is considering the introduction of Carer Permits and the removal of administration fees for disabled residents, following recommendations from recent workshops. The proposals, discussed at a meeting of the Clean and Green Policy Development Committee on Thursday 6 November 2025, aim to improve parking services and provide better support for carers and disabled individuals within the borough as part of the wider Parking Services Strategy.
Other changes being considered as part of the Parking Services Strategy include introducing emissions-based charging for resident and business permit holders, while exploring mitigations for lower-income households, and introducing a specific three- or six-month permit for foreign registered vehicles owned by residents living in Controlled Parking Zones.
The recommendations came from workshops held on 24 July 2025.
One key proposal is to replace the current system of issuing free visitor vouchers to disabled badge holders with a free Carer Permit. The Carer Permit will be available to those receiving care at home, irrespective of disability status. This change aims to provide more targeted support to those who need it most.
Additionally, the council is considering discontinuing the administration fee for changes to free permits, which are typically issued to disabled badge holders. This move would eliminate an unnecessary financial burden on disabled residents when they need to make changes to their permits.
The committee also discussed maintaining the current practice of issuing free resident permits to disabled badge holders living in Controlled Parking Zones (CPZs).
The recommendations will be included in the outcome report, for Cabinet Member consideration.
The Clean and Green Policy Development Committee previously agreed to investigate Parking Services and delegated authority to the Chair and Vice Chair to meet with officers to develop the scope and project plan. The Chair met with the Cabinet Member and Officers on 5 June.
