Wandsworth libraries are set to receive a boost with a new five-year strategy aimed at increasing visits, particularly from residents who would benefit the most. The Wandsworth Environment Overview and Scrutiny Committee discussed the draft strategy, called Libraries First!, at their meeting on Tuesday 24 June 2025, prior to its consideration by the Cabinet.
The strategy outlines nine key themes:

- Connecting with Communities
- Learning
- Reading
- Wellbeing
- Information
- Culture
- Digital Inclusion
- Sustainability
The strategy aims to position Wandsworth's 11 public libraries as central to creating a fairer, more compassionate, and sustainable community. The council hopes to achieve this by focusing on investment, programming, and partnerships that will benefit residents over the next five years and beyond.
The strategy was developed using local and national data, insights from library users and non-users, and lessons learned from libraries elsewhere. It emphasizes collaboration with other council services to align with strategic priorities, including children's services, education, public health, and community participation.
The committee reviewed several documents related to the strategy, including a draft of the Wandsworth Library Strategy, a draft of the Library Action Plan, a report on a walk-in survey, and an Equality Impact Needs Assessment.
The Environment Overview and Scrutiny Committee also discussed a range of other topics at the meeting, including a Biodiversity Action Plan, tree management, and women and girls in sports.
