Bromley Council has awarded a contract worth an estimated £89 million for transport services for children and adults.
The decision was made by the council's Executive committee during a meeting on Wednesday, March 18, 2026. The contract, which will commence in September 2020 and has an extension option until August 2027, is for the provision of passenger transport services for children and young people accessing education, and adults attending day services.
The Executive agreed to review the current commissioning arrangements and develop a new passenger transport services strategy to inform future procurement processes, aiming to ensure best value for the council. This decision follows a tendering process where bids were evaluated on a 60% price and 40% quality split. The current framework contract, which has been extended to August 2027, has an estimated whole life value of £89 million. This contract commenced in September 2020 and has an extension option until 31 August 2027.
The report on the Gateway 0, Commissioning Strategy for Transport Services Prior to Proceeding to Procurement
indicates that the review and strategy development are intended to ensure best value for the Council. It also notes that the future commissioning approach will seek to mitigate against the impact of the challenges where possible,
including increased complexity of client needs, long waiting times for transport, the variety of day opportunities for adults leading to irregular timetables, and the challenge of provider capacity. The development of a passenger transport services strategy will inform the future procurement process.
The quality aspect of the tender evaluation, which accounted for 40% of the score, examined organisations' proposals for delivering highway maintenance in the borough
and was broken down into several areas. These included: Information governance and security (5%), Quality and operational competence (25%), Contract monitoring (20%), Localism (5%), People & contract management (10%), Supply chain (5%), Innovation and continuous improvement (5%), Communication (5%), Customer satisfaction (5%), Waste management & recycling (10%), and Supporting apprenticeships (5%).
