Bromley Council's Executive committee has approved the award of new contracts for highway maintenance, set to begin on July 1, 2026. The decision, made during a meeting on March 18, 2026, will see contracts for both major and minor works awarded for an initial six-year period, with the possibility of two two-year extensions, potentially extending the contracts to a maximum of ten years.
The new agreements follow a tendering process that evaluated bids on a 60% price and 40% quality split. The specific details of the awarded contracts, including the providers and financial values, are outlined in a Part 2 report, which is not publicly available. However, it is noted that there is sufficient budget within the existing Revenue and Capital budgets for Highways Services to meet the cost of the contract.
The quality aspect of the bid evaluation was broken down into several components, including information governance and security (5%), quality and operational competence (25%), contract monitoring (20%), localism (5%), people and contract management (10%), supply chain (5%), innovation and continuous improvement (5%), communication (5%), customer satisfaction (5%), waste management and recycling (10%), and supporting apprenticeships (5%).
As contracts with whole life values of £5m or higher, the Contract Details Notices must also provide access to a copy of the contract (suitably redacted) and set out the three key performance indicators most material to the performance of the contract at the time of publication. These key performance indicators will be publicly reported.
Authority to apply the extension options for the highway maintenance contracts has been delegated to the Director of Environment and Public Protection, subject to consultation with the Portfolio Holder, the Assistant Director Governance & Contracts, the Director of Corporate Services and the Director of Finance. The conditions under which these extensions could be denied are not specified.
