Harrow Council is set to introduce a new digital parking permit system that will allow residents to manage their permits virtually, eliminating the need for physical permits to be posted. The decision was made by the council's Cabinet on Thursday, July 9, 2026, as part of a wider procurement of a new Parking Management Information System (PMIS).
The new Parking Management Information System (PMIS) contract with Taranto Systems Limited is set to commence on October 1, 2026. The initial contract period is two years, with an option to extend for a further two years, bringing the total contract value to £975,000 over four years, approximately £243,700 per year. This value reflects projected growth in PCN issuance, permit issuance, and the utilization of new technologies and software.
Councillor David Ashton, Portfolio Holder for Finance and Highways, stated that the new system would enable virtual permits, substantially reducing issues related to residents waiting for permits to be posted.
He added that this would be a much better experience for residents.
The contract was awarded to Taranto Systems Limited via the ESPO Parking Management Solutions Framework. The PMIS is a critical system that supports parking enforcement, moving traffic enforcement, permit administration, CCTV enforcement, and vehicle removal.
Concerns were raised during the meeting about the system's capacity to handle increasing service demand, flagged as an amber risk by Councillor David Perry. Councillor Ashton confirmed that Taranto Systems is a fairly widely used system
and that the new contract would provide a reliable system capable of handling current and projected volumes. However, specific contingency plans for exceeding demand projections were not detailed in the provided text.
The meeting information does not specify any direct costs to residents for the new digital parking permit system.
