Harrow Council's Cabinet has approved the procurement of a new multi-supplier open framework for fencing, gates, security assets, and ancillary groundwork services. The framework, estimated to be worth £2 million, will replace the current fencing contract which expires in October 2026.
The new framework is designed to run for up to eight years, with an initial three-year period, followed by two three-year periods, and an optional two-year extension. This approach aims to enhance competition, flexibility, and resilience in service delivery.
Councillor David Ashton, Portfolio Holder for Finance and Highways, highlighted the benefits of the multi-supplier model, stating it would lead to improved cost control and enhanced performance management.
He added that the framework would support safe, responsive frontline services, including rapid response to emergencies affecting public safety and security.
The framework will cover planned, reactive, and emergency works across parks, highways, cemeteries, and corporate assets throughout the borough. It will embed social value and carbon reduction requirements, aligning with wider council priorities. The new framework will enhance performance management with clear KPIs and reporting requirements, along with contractual remedies for underperformers.
The procurement process will follow the Procurement Act 2023, utilising an open framework model to maintain competition over time. The framework will be split into three lots: Fencing and Gates, Reactive and Emergency Works, and Ancillary Groundworks. The evaluation criteria will prioritise quality (65%) over price (35%), ensuring that the best possible service is secured for residents. The evaluation criteria for the framework will be 60% price, 30% quality, and 10% social value.
Beyond fencing and gates, the new multi-supplier open framework will also include security assets and ancillary groundworks. Specific minimum requirements for a company to be considered are not detailed.
