Harrow Council's Cabinet has approved the renewal of its insurance policies, securing liability, property, and terrorism cover for a period of five years starting April 1, 2027.
The decision was made during a Cabinet meeting on Thursday, July 9, 2026, where councillors endorsed the procurement of these essential services through the Insurance London Consortium (ILC).
The ILC is a collaborative group of seven London boroughs that aims to reduce insurance costs through economies of scale and a shared commitment to risk management. Harrow has been a member of this consortium since 2010, successfully procuring its major insurance contracts as part of the group. Councillor David Ashton, Portfolio Holder for Finance and Highways, explained that while the insurance market remains challenging, collaborative procurement through the ILC is the most effective method to secure advantageous bids. one borough on its own, it would be much more costly, several boroughs working together and make sort of a sense with economies of scale,
he stated.
The specific types of property and liability covered by these policies were approved by the Cabinet, which included liability, property, and terrorism insurance for the Council.
The evaluation criteria for the new contracts will focus on price (60%), quality (30%), and social value (10%).
No material changes to the existing cover are expected. The combined cost of these insurance contracts for the current financial year is £496,000, which is fully covered by the revenue budget provision.
