Harrow Council will begin towing foreign-registered vehicles belonging to persistent fine evaders in October.
The new vehicle towing scheme was announced at the Council meeting on 18 September 2025 by Councillor Paul Osborne, Leader of the Council, as part of a series of announcements.
The scheme aims to ensure that all drivers are subject to the same rules regarding penalty charge notices. In addition to foreign-registered vehicles, the council will also target persistent non-payers, regardless of where their vehicles are registered.
Councillor Osborne stated the scheme will start in October, allowing the council to remove and tow away foreign registered vehicles where penalty charge notices are not paid. He said this means everyone will be subject to the same rules
and that the council will also be able to tow away persistent non-payers.
